Scholarship Application Fees: Why a Tuition Waiver Is Not a Fee Waiver

SIGS’s 2027 notice sets a CNY 800 application fee, including CSC applicants, and describes it as non-refundable.

What you need to know

Tuition exemption does not automatically waive application charges. SIGS/Tsinghua 2027 lists CNY 800, while UCAS’s cited own scholarship exempts its processing fee. Official fees, examinations, certification and Noka services are separate expense lines.

Three real fees show why no universal waiver should be assumed

Tsinghua/SIGS 2027 lists CNY 800 for application. The general university guidance says the charge is non-refundable, must accompany submission and cannot be covered by the Chinese Government Scholarship. Beihang’s 2026 postgraduate example listed CNY 400 or USD 70, with its own payment conditions and exception for fresh Beihang graduates.

UCAS’s own 2026 scholarship exempts a CNY 600 processing charge. Those are different institutions and schemes. The UCAS exemption cannot be used as authority to skip payment in a Tsinghua application, and a tuition waiver does not automatically exempt a charge assessed before admission.

The price of applying and the price of studying are different

Create separate expense lines for university application, examinations, translation/certification, travel, tuition and independent advisory services. The official university fee does not pay Noka, and a Noka service payment does not replace an institutional charge. This article does not invent translation or test prices.

If two chargeable programmes are submitted, the total is the sum of their actual prescribed charges, not an estimated flat China application fee. Clarify an applicable exemption before paying; do not expect a later rejection to make a non-refundable fee refundable.

Put this guide into practice

Create a short record for your intended programme. Add the relevant notice or document beside each item; leave unpublished details marked “to confirm”.

  • Application fee and any explicit exemption
  • Payment dates, payee and refund conditions
  • Cash stipend separated from tuition and housing support

Payment can be a processing condition

Tsinghua says incomplete files or unpaid application fees are not processed. Beihang’s cited example begins review after the accepted payment receipt or system payment. A completed essay file therefore does not by itself establish a review-ready application.

Keep the receipt, applicant identity and application reference linked. Follow the current university’s accepted method rather than copying old bank details from another intake or an unofficial guide. The named figures here are evidence for comparison, not instructions to pay a closed 2026 round.

A scholarship application can still incur a host fee

SIGS’s 2027 notice sets a CNY 800 application fee, including CSC applicants, and describes it as non-refundable. UCAS’s own 2026 scholarship includes an application-fee waiver. These examples cannot be merged into a national rule.

Waiver rules belong to the named scheme

Separate application charges from tuition, tests, certified translations and travel. A fee waiver under one university award does not apply to another host. Noka’s service charges are also separate from official institutional fees.

FAQ

Are all CSC applicants exempt from university application fees?

No. Host rules differ. The cited SIGS 2027 notice requires its application fee even for CSC applicants, while the named UCAS scholarship describes its own waiver. Check the exact host and scheme.
